The competitive tender, administered by IDAE and funded through the EU recovery program, attracted 882 applications, prompting the government to more than double the initial EUR 202.5m budget. Successful projects are expected to mobilize EUR 1.19bn of total investment and must be operational by 30 June 2030.
The RENOINN program provides successful projects with a one-off capital grant awarded through a competitive process, meant to help offset upfront investment costs. The level of support varies between projects, with the final resolution specifying both the grant awarded and the total investment associated with each development.
The first RENOINN round awarded EUR 148.5m to 199 projects comprising almost 300 MW of generation and 351.6 MWh of storage. The second round therefore increases awarded storage capacity more than sixfold, reflecting the growing role of co-location in Spain’s renewable investment pipeline.
Agrivoltaics with storage received the largest allocation, with EUR 234m awarded to 118 projects. The final resolution shows that several awards are significantly larger than the program’s averages. A 61.6 MW solar project in Montoro, Andalusia, secured EUR 15.5m alongside a 250 MWh BESS, while a 52 MW project in Jarafuel, Valencia, was awarded EUR 19m and includes 215.6 MWh of storage. Two approximately 50 MW projects in León will each incorporate 80 MWh of BESS.
The infrastructure-integration category provides another route for larger co-located assets. It awarded EUR 65.4m to 47 projects representing 165.7 MW of generation and 385.5 MWh of storage. The resolution includes a 20 MW solar project with a 100 MWh BESS in Valdeolea, Cantabria, alongside two 10 MW projects in Asturias and Cantabria, each paired with 50 MWh of BESS.
Floating solar remained smaller in scale, receiving EUR 37.1m across 29 projects. Most awarded installations are below 3 MW, although storage duration varies materially.
Although the resolution does not disclose battery duration, the awarded projects provide an indication of how storage is being paired with solar. Across all successful solar projects, the portfolio includes an average of around 2 MWh of BESS for every 1 MW of PV capacity (1), with the largest agrivoltaic and infrastructure-integrated projects often exceeding 4 MWh/MW. Overall, the results point toward increasingly storage-intensive solar developments, particularly for larger utility-scale projects where shifting generation and increasing operational flexibility are becoming a central part of project design.
The timing of the awards also reflects the increasingly challenging outlook for standalone solar development in Spain. Persistently weak capture prices, rising curtailment and growing grid congestion have accelerated interest in co-locating BESS with new solar projects, both to improve operational flexibility and to support emerging alternative PPA structures that offer buyers firmer delivery profiles. Against this backdrop, capital support schemes such as RENOINN become particularly attractive, reducing the additional upfront investment required to pair storage with solar at a time when the commercial case for standalone PV has weakened.
Notes: 1) This ratio should not be confused with battery duration. Duration measures how long a battery can discharge at its rated power and requires the battery’s MW rating, which the resolution does not provide. Instead, the figures indicate how much storage energy developers are choosing to install relative to the size of the co-located solar plant.
