Market Recap: European PPA Market Rebalances as Flexibility Offtake Accelerates

Drawn from Pexapark’s newly released market report, Europe’s PPA market stabilized in H1 2026, but a structural shift is underway. Standalone solar PPAs lost momentum as declining capture rates widened the buyer-seller pricing gap. At the same time, mixed-technology, offshore wind, and operational PPAs gained ground. Corporate buyers, led by data center operators, remained the dominant source of demand despite an increasingly complex procurement environment.

Meanwhile, utilities are increasingly monetizing market volatility by building third-party BESS flexibility portfolios, as Flexibility Purchase Agreements (FPAs) become the dominant route to market for BESS assets. Growing exposure to flexibility is also strengthening utilities’ ability to take on long-term renewable offtake.
